although they do not openly admit it and naturally give

preferential consideration to Continental supplies which

can be exported from the Country of Origin and imported

into Kuangtung through Hongkong without the Nanking

Huchao.

It will be noted therefore that the attitude of

the British Government in demanding a Nanking Huchao for

Armaments intended for Kuangtung acts as a deterrent to

British trade in Armaments for Kuangtung.
